What are the key program activities I should be aware of between now and October 1, 2010?
If you have received a Reservation Letter for your project, you should: 1. Complete the project within the qualified reservation period in 2010. 2. Submit the Final Application by the reservation end date. 3. Notify program staff immediately if the project will not go forward in 2010.
If your project is on the waitlist and you have already submitted a Final Application, you should: 1. Stay in touch with Your Energy Savings staff. If funds become available, staff will contact you directly. A few additional project applications will be processed as project cancellations are identified. 2. Note, if funds do not become available, your project will be cancelled and you will be ineligible for incentive dollars.
If your project is on the waitlist and you have not submitted a Final Application, you should: 1. Note, projects without a Reservation Letter and completed before November 1, 2010, will not be eligible for 2011 program funds. 2. Stay in touch with Your Energy Savings staff. If your project is not completed in 2010, you could be eligible to reapply for 2011 funds. Your Energy Savings staff will help you transition unfinished projects to the 2011 program.
What are the key program activities I should be aware of after October 1, 2010?
If you have a New Project that will be completed in 2011, you should: 1. Submit a 2011 Reservation Application after October 1, 2010. 2. Wait to receive a Reservation Letter before you complete your project to ensure you are eligible for 2011 funding. 3. Expect reservations and pre-inspections to be completed as usual. All projects must be completed by the reservation end date.
If you have a 2010 wait-listed project, you should: 1. Re-submit an updated Reservation Application for any projects that will be completed after November 1, 2010. The Your Energy Savings staff will assist you with the reapplication process. 2. Submit a revised Final Application after January 1, 2011, for any projects completed after November 1, 2010. Final inspections and payments will start after January 1, 2011. 3. Wait to receive a Reservation Letter before you complete your project to ensure you are eligible for 2011 funding.
Will I receive my incentive funds if I begin my project while I am on the waitlist? Not necessarily; if you do not have a Reservation Letter, then there is a risk that you will not receive an incentive. For a higher degree of certainty that you will receive an incentive, you should delay your project until the next program year. At that time, you may apply and, subject to 2011 policies, procedures and incentive levels, you may expect to receive confirmation of funds and the full incentives to which your project is entitled. You are also welcome to contact the program team at any time to verify your project status.
Why is a waitlist necessary? Energy efficiency projects and customer circumstances vary a great deal. Sometimes projects that reserve incentive funds end up not going forward. A waitlist enables the program to keep projects ready in the event that a previously reserved project is not completed, releasing funds that can then be awarded to a project on the waitlist.
How will DTE Energy decide when and which wait-listed projects will be funded? Projects may be transferred off the waitlist to reserved status on first-come, first-served basis, contingent on available funding. Funding for wait-listed projects comes from projects which had previously reserved funding, but were not successfully completed.
What is my position on the waitlist? This varies by day. Projects are transferred off the waitlist and into ‘reserved’ status in the order that their applications were received. Projects may lose their funding reservations for multiple reasons including failure to complete the project in 90 days, project cancelled, etc.
If I am on the 2010 waitlist and do not complete my project, will my project be automatically carried forward or do I have to reapply in 2011? No, at this time, wait-listed 2010 projects can not be automatically carried over into 2011. If your unfinished project is on waitlist as of October 1, 2010, and does not receive funding in the 2010 program year, a member of the Your Energy Savings team will contact you about your options and offer assistance to re-apply once the 2011 application materials are available (expected October 1, 2010). In most cases, they will assist you in cancelling your old application and re-applying for 2011 incentives.
Will incentive levels change between 2010 and 2011? At the conclusion of the 2010 program, we will evaluate our incentive rates and assess whether these are still appropriate for the overall cost of implementation and energy savings. NOTE: Be advised that you will be paid at 2011 incentive levels, if you decide to reapply for your project in 2011.
When will 2011 program year incentives, terms and conditions be available? At this time, we are targeting to have applications and incentives for next year’s program available on the YourEnergySavings.com web site by October 1, 2010.
When can I send in my Reservation Application? Reservation Applications for 2011 projects can be submitted after October 1, 2010. Assuming the application is complete, accurate, and that the project qualifies for incentives under the 2011 program rules, we will issue a reservation letter within 4 to 6 weeks. Final applications for 2011 will be accepted beginning January 1, 2011. Upon receipt of the Final Application, we will process your check within 4-8 weeks. Please keep in mind that your reservation is only valid for 90 days.
Can I apply for 2011 funds on October 1 for projects which were completed earlier in the year? No. Applications may only be considered for the valid “program year” in which the project was completed.
Will I be notified when the 2011 applications are posted? The Your Energy Savings team will post the new application materials on the program website and communicate their availability broadly. We will make every effort to reach out to trade allies and wait-listed customers.
What if my application includes one measure which is on the waitlist and one that is not? When a waitlist goes into effect, the Your Energy Savings team notifies each applicant of the measures that will be put on the waitlist. You will be given the option to complete the project with any measures for which funding is still available. You will then be notified if funding becomes available for your wait-listed measures. If your wait-listed measures remain on the waitlist at the end of the program year, the Your Energy Savings team will assist you in reapplying for 2011 incentives for the remaining measures if applicable. If your project can not be separated, then the complete application will be placed on the waitlist. In the event that funding opens up for the measure which was wait-listed, the complete application will be processed.
Are New Construction applications affected by the waitlist? Yes, all applications are subject to the waitlist, though the timing restrictions vary between programs. With specific questions on your application, please contact the Your Energy Savings Team.
